Permanent Programme Manager required to manage the £20m annual Bus investment strategy on behalf of our PTE client. Reporting to the Principal Programme Delivery Manager you will lead the co-ordination, prioritisation, monitoring, implementation and successful delivery of the Bus Investment Programme for this regional local transport plan partnership.

Candidates will be exceptional Programme Managers with demonstrable experience of successful transportation project delivery. Your degree or equivalent qualification will be in either a project management or transport related subject. Strategically you will be able to recount occasions where you have successfully interpreted local, regional and national transport policies and plans as well as understanding and application of relevant legislation.

This role will suit individuals who are looking for a more strategic role with significant responsibility. You will be an excellent communicator and people manager who is able to build lasting relationships with those you come into contact with. Working on your own initiative you will proactively manage risk and balance priorities.

The key responsibilities of the role are:

1. Manage and continuously monitor the Bus Investment Programme to ensure satisfactory progress and consistent delivery of projects aligned to the agreed funding, output and timescales for each project’s completion.

2. Assist in determining the overall Bus Investment Programme and on-going prioritisation of the programme in support of the delivery of the Local Transport Plan and Passenger Transport Authority objectives on a 5 year horizon.

3. Pro-actively manage and oversee management of all Bus Investment Programme projects to continually ensure they deliver their agreed targets, negotiating so that timely and adequately resourced, skilled and motivated Project Teams are appointed by each LTP partner.

4. Oversee and co-ordinate the monitoring and reporting of the delivery of the Bus Investment Programme in order to continually evaluate progress of the programme and the priority of delivery for various individual projects in support of the delivery of the Local Transport Plan and Passenger Transport Authority Objectives. Troubleshoot problems/delays to delivery and attending appropriate QBC Team meetings.

5. Oversee, guide and where appropriate lead effective consultation processes in relation to all bus investment projects within the programme, ensuring successful and timely consultation throughout the life-cycle of each individual project within the programme.

6. Manage and co-ordinate the projects and project-related tasks completed by the various Project Teams appointed, providing support and assistance where necessary to ensure satisfactory progress and consistent and timely delivery of all such projects and tasks to budget, including preparing, publishing and updating guidance

7. Build, maintain and develop positive internal and external relationships with funding agencies, partners, consultants and districts to assist the delivery of current and future projects and the wider capital programme.

8. Co-ordinate, monitor, control and report on the delivery of the wider capital programme in order to ensure delivery of the annual programme and Local Transport Plan targets, both with the Executive and the Districts.

9. Manage and serve the Bus Investment Stakeholder Board, preparing and circulating timely reports and leading discussions on areas of concern etc. Also overseeing the work of the District Operator meetings, reporting and presenting Bus Investment progress to Planning and Transport Steering Group and the Executive’s Management and Executive Boards and other relevant forums.

10. Represent the Executive at Public inquiries/Compulsory Purchase Order Hearings and similar in order to overcome barriers to successful project delivery.

11. Undertake any other duties commensurate with the post as directed by the Principal Programme Delivery Manager.

• Track budget and spending to ensure control of development costs
• Carry out post-mortem reviews after each title is completed and recommend action points
• Work to continuously improve best practise
• Co-ordinate the build process and delivery of versions to QA, and maintain the integrity of the bug databases
• Balance production considerations with quality and creativity in decision-making

Communication
• Point-of-contact for anything relating to the development and delivery of the title
• Ensure all stakeholders are aware of current state of development and progress
• Maintain effective communication with the entire team, at all levels
• Facilitate feedback from all territories and regions to give the title universal appeal
• Report on project development
• Ensure good and constant communication between a number of multi-functional groups within the organisation (Central and Territory Marketing, QA, Business Affairs, Operations, etc.) ; sending copies of all approved milestones
• Ensure approved milestones are ready to be presented to an external audience within 10 mins

Team Management
• Carry out direct line management responsibilities for the assigned development team through recruiting, developing, training and appraising
• Responsible for ensuring teams maintain strong morale, focus and efficiency
• Improve team work-life balance and team efficiency
• Coordinate the organisation and scheduling of regular team meetings
